Federal regulations at 24 CFR, Part 91 require the County of Westmoreland (County) to prepare and submit an Annual Action Plan (AAP) for its housing and community development programs and public services. Notice is hereby given by the County that it has prepared its proposed FY 2023 AAP. The FY 2023 AAP outlines how the County intends to expend $3,724,964 in federal Community Development Block Grant (CDBG) Program funds, $1,123,643 in HOME Investment Partnerships (HOME) Program funds, and $327,183 in Emergency Solutions Grant (ESG) Program funds.
To obtain the views of citizens, public agencies, and other interested parties, the County has placed its proposed FY 2023 AAP on public display for 30 days in the following locations during normal operational hours beginning on March 14, 2023:

The FY 2023 AAP will also be available for public review on the County’s website for 30 days beginning March 14, 2023. Public comment on the proposed FY 2023 AAP can be directed to the Westmoreland Co. Dept. of Planning and Development, 40 N. Pennsylvania Ave., Suite 520, Greensburg, PA 15601.
The FY 2023 AAP contains the following major components:
- Identification of federal and non-federal resources reasonably expected to be made available during the FY 2023 program year to undertake activities identified in the approved Five Year Consolidated Plan for FY 2020-2024.
- A list of activities to be undertaken during the FY 2023 program year to address community development and housing needs, including the geographic distribution of activities to be completed.
- Identification of homeless and special needs activities to be undertaken during the FY 2023 annual program period to address identified needs within the County.
The proposed uses of funds for FY 2023 were developed after holding a public needs meeting and the review of funding requests from local communities identifying needs.

The County Commissioners are expected to act on the proposed FY 2023 AAP on April 13, 2023 at the regularly scheduled commissioners meeting at 10:00 a.m. in the commissioners meeting rooms. The final FY 2023AAP will be submitted to HUD for review and approval on or before April 30, 2023, or pursuant to any HUD notice that stipulates a different submission date.
