| The Council on Substance Abuse and Youth (CSAY) was established to address the growing problem of youth drug and alcohol use in Westmoreland County through the Strategic Prevention Framework State Incentive Grant in October of 2008. Since that time CSAY has evolved to address underage drinking and prescription drug use/abuse of youth throughout Westmoreland County.
CSAY Northmoreland is a branch of CSAY serving the areas of Arnold/New Kensington, Franklin Regional, Kiski Area and Lower Burrell school districts. As one of its initiatives to continue to provide drug and alcohol prevention education to the Northern Communities in Westmoreland County, CSAY Northmoreland, in conjunction with Westmoreland Drug and Alcohol Commission, Inc. (WeDAC), plans to host our second National Night Out at Northmoreland Park on Wednesday, August 7, 2019.

This is a free, family friendly event that will allow the community to become more familiar with the local police departments, first responders, and community resources in addition to local drug prevention and anti-crime efforts.
Your participation will enhance CSAY’s ability to promote healthy, safe and fun activities for our Northern Westmoreland county communities!
