Notice is hereby given that the Westmoreland County Board of Commissioners will hold a Public Hearing on May 3, 2019 at 10:30 a.m. in the Commissioners' Public Meeting Rooms 2 and 3, 2 North Main Street, Greensburg, PA 15601 for the purpose of receiving public comment on Westmoreland County’s Integrated Water Resources Plan.
The Westmoreland County’s Integrated Water Resources Plan (IWRP) has been developed in accordance with the Pennsylvania Storm Water Management Act, P.L. 864 No. 167, 1978, 32 P.S. Section 680.1 et seq., in order to address all water resources within the County, study water issues, impacts and solutions across the County’s watersheds and fulfill the requirements of the Pennsylvania Storm Water Management Act.
The four goals of the IWRP are to advance sustainable water resources, encourage partnerships to support water resource initiatives, provide accessible information on water resources and help meet regulatory mandates for water resources.
The IWRP sets forth the goals of the IWRP; creates a decision making flowchart tool for all County residents and visitors involved in land development related to our water resources; develops a model stormwater management ordinance for adoption by all the County’s municipalities; proposes solutions and potential projects to guide our County into a future with sustainable water resources; and assists Municipal Separate Storm Sewer (MS4) municipalities and others to address sustainability and meet MS4 and other regulatory requirements.
The IWRP consists of the following items: Introduction, Westmoreland County Overview, Water Resources, Impacts, Issues & Challenges, Action Plan, and Appendix. The Appendix contains the following items: Meeting the Act 167 Requirements, Westmoreland County Model Stormwater Management Ordinance, Decision Making Flowchart Tool, BMP Portfolio & Maintenance Guidelines, Homeowner's Guide to Stormwater Management, Resource Library, Watershed Plans, Water Supply & Wastewater Treatment, Watershed and Pollutant Modeling and Methodology.
All affected municipal governing bodies have been provided with a copy of the IWRP. In addition, copies of the documents are available for review Monday through Friday from 8:30 a.m. to 4:00 p.m. at the Westmoreland County Department of Planning and Development, 5th Floor, Suite 520, 40 North Pennsylvania Avenue, Greensburg, Pennsylvania 15601. The Plan is also available for review at the Westmoreland County Commissioners’ Office, 2 North Main Street, Suite 101, Greensburg, Pennsylvania 15601.
The IWRP may also be viewed at the Westmoreland Conservation District office, 218 Donohoe Road, Greensburg PA 15601 between 8:00 a.m. and 4:00 p.m., on-line at www.westmorelandstormwater.org and at each municipality. Subsequent to the public hearing, the Westmoreland County Board of Commissioners will consider the adoption of the IWRP by resolution during a scheduled Public Meeting.
