Over the years, southwestern Pennsylvania has been an area of varied definition. Today it is most often defined as 10 counties which are the domain of the Southwest Pennsylvania Commission (SPC), a regional planning organization whose board is made up of elected officials from all 10 counties. SPC's mission includes special responsibilities for regional highway development.
Southwestern Pennsylvania consists of Allegheny, Armstrong, Beaver, Butler, Fayette, Greene, Indiana, Lawrence, Washington and Westmoreland counties.
