Jason Rigone

Director of Planning & Development

Executive Director of Industrial Development Corporation (WCIDC)

Jason earned a bachelor's degree in geography with an emphasis in urban and regional planning from Penn State. Prior to his role as planning director and IDC executive director, Jason held the positions of planning coordinator with the department and deputy director with WCIDC.

Jason's varied experiences in planning, economic development, and industrial development are well suited to benefit the residents of Westmoreland County. As director, he guides the long-term strategy of the department. Jason also serves on the board of directors of the Westmoreland County Chamber of Commerce and is chair of the government affairs committee. He can be reached by email.


Daniel Carpenter

Deputy Director


Daniel earned a bachelor’s degree in urban studies and a master's degree in geography 
from the University of South Florida in Tampa. He also earned a graduate certificate in community development from USF. Daniel has held the positions of planning coordinator and assistant deputy director within the department. Prior to joining the department, Daniel interned with the City of Tampa Economic and Urban Development Department. He is a member of the American Planning Association and currently serves as treasurer for the Southwest Section of the Pennsylvania Chapter.

Daniel oversees transportation planning and programming and directs the department's Technical Resources and Municipal Services (TRAMS) program. He can be reached directly at 724-830-3768 or by email.


Corey Block, AICP

Planner III 

Corey earned a bachelor’s degree in sustainable urban environments from New York University and a master’s degree in urban and regional planning as well as a graduate certificate in GIS from the University of Florida. She started her career interning for the New York City Health Department as well as the U.S. Army base in Grafenwoehr, Germany. Prior to joining the department, she held planner positions for the City of Hampton and Fairfax County, Virginia.

Victoria Baur

Planner II 

Victoria earned a bachelor’s degree in public policy and community service from Emory & Henry College in Emory, Virginia. Prior to joining the department, Victoria worked for the Private Industry Council, serving Westmoreland and Fayette County residents.
