The mission of the Westmoreland County Recorder of Deeds office is to create a government operation that is effective, cost efficient, and customer friendly. We believe a customer-focused approach is the best way to achieve success and success is never final. The primary function of the office is to maintain the integrity of all land records and documents entrusted to the office, and to act as a collection agent for Real Estate Transfer Tax. We continually strive to improve recording and research capabilities and coordinate with other government entities.
The Recorder of Deeds office is the primary repository for all property related documents and various civil documents, including permits, name changes, county oaths, etc. The Office of the Recorder of Deeds was provided for in the Constitution of 1776, to guarantee ownership of all real property.
