Take all actions from previous levels, plus:
- Make THREAT CONDITION news release.
- Coordinate as required for timing/ location of the establishment of the JIC.
- Keep the EMC informed of public affairs directives and policy guidance from state ands federal officials.
- Keep the EMC informed of public information issues and challenges.
- Distribute all appropriate protective measures.
- Institute rumor control measures.
High
High Risk of Terrorist AttacksTake all actions from previous levels, plus:
- Make THREAT CONDITION news release.
- Brief key officials on emergency information programs.
- Staff JIC as appropriate.
- Establish pre-formatted/ pre-addressed messages for release of information on EAS/NWS.
- Prepare and preposition a generic news release, applicable to terrorist events, in coordination with the EMC.
- Review public affairs statements to ensure compliance with security and policy.
- Coordinate all releases with the EMC or elected officials.
- Conduct liaison with media representatives for photos/ video, interviews, and other data..
- Coordinate media access to potential incident sites.
- Handle all media requests.
- As appropriate, notify the threatened population and adjacent population center.
- Activate rumor control.
Severe
Severe Risk of Terrorist Attacks
Take all actions from previous levels, plus:
- Make THREAT CONDITION news release.
- Provide 24 hour staffing of the JIC, as needed.
- Arrange for elected official communication with the public, as needed.
- Announce protective measures via available media and EAS sources.
