Low Risk of Terrorist Attacks


  1. Continue to revise emergency operations plans.
  2. Normal operations consistent with County security plans.
  3. Brief senior executives, department heads, and EMA coordinators/staffs on major planning changes.
  4. Establish MAA/MOUs with government and Region 13 RCTTF response elements.
  5. Organize and train all units that will operate together during a WMD incident; assure all personnel are properly trained.
  6. Request funds for unprogrammed requirements.
  7. Establish and conduct individual and collective WMD security and protection programs.
  8. Establish a mechanism to exercise all or a portion of the WMD plan annually.
  9. Submit PEIRS reports.

Guarded

General Risk of Terrorist Attacks

Take all actions from the previous level, plus:
  1. Exercise all units that will operate together during a WMD incident; assure all personnel are properly trained.
  2. Conduct and improve individual and collective WMD security and protection programs.
  3. Increase liaison with local agencies, hospitals, etc. to monitor threat status.
  4. Notify the FBI and SEOC when a threat of a WMD event is received.
  5. Brief leadership and staff of elevated threat posture - emphasize preparedness, shelter-in-place and evacuation plans.
  6. Submit PEIRS reports.

Elevated


Significant Risk of Terrorist Attacks

Take all actions from the previous level, plus:
  1. Brief key officials on current situation.
  2. Review and update procedures for support of municipal governments.
  3. Review emergency response assignments and recall lists with all response personnel.
  4. Communicate with staff the need to enhance security awareness
  5. Review and update personnel recall and mobilization rosters.
  6. Coordinate emergency plans with nearby jurisdictions and RCTTFs.
  7. Submit PEIRS reports.

High


High Risk of Terrorist Attacks

Take all actions from the previous level, plus
  1. Brief key government officials on overall emergency operations.
  2. Commence liaison contact with supporting levels of government.
  3. Consider declaration of disaster emergency.
  4. Consider requesting Governor's declaration of emergency.
  5. Review donations management plan.
  6. Submit PEIRS report.

Severe


Severe Risk of Terrorist Attacks

Take all actions from the previous level, plus:
  1. Commence 24-hour liaison contact with supporting levels of government.
  2. Activate emergency operations plans.
  3. Consider/ Declare disaster emergency.
  4. Request Governor's declaration of an emergency.
  5. Reassure public of government response.
  6. Implement donations management plan
  7. Submit PEIRS report.
