Low Risk of Terrorist Attacks
- Continue to revise emergency operations plans.
- Normal operations consistent with County security plans.
- Brief senior executives, department heads, and EMA coordinators/staffs on major planning changes.
- Establish MAA/MOUs with government and Region 13 RCTTF response elements.
- Organize and train all units that will operate together during a WMD incident; assure all personnel are properly trained.
- Request funds for unprogrammed requirements.
- Establish and conduct individual and collective WMD security and protection programs.
- Establish a mechanism to exercise all or a portion of the WMD plan annually.
- Submit PEIRS reports.
Guarded
General Risk of Terrorist AttacksTake all actions from the previous level, plus:
- Exercise all units that will operate together during a WMD incident; assure all personnel are properly trained.
- Conduct and improve individual and collective WMD security and protection programs.
- Increase liaison with local agencies, hospitals, etc. to monitor threat status.
- Notify the FBI and SEOC when a threat of a WMD event is received.
- Brief leadership and staff of elevated threat posture - emphasize preparedness, shelter-in-place and evacuation plans.
- Submit PEIRS reports.
Elevated
Significant Risk of Terrorist Attacks
Take all actions from the previous level, plus:
- Brief key officials on current situation.
- Review and update procedures for support of municipal governments.
- Review emergency response assignments and recall lists with all response personnel.
- Communicate with staff the need to enhance security awareness
- Review and update personnel recall and mobilization rosters.
- Coordinate emergency plans with nearby jurisdictions and RCTTFs.
- Submit PEIRS reports.
High
High Risk of Terrorist Attacks
Take all actions from the previous level, plus
- Brief key government officials on overall emergency operations.
- Commence liaison contact with supporting levels of government.
- Consider declaration of disaster emergency.
- Consider requesting Governor's declaration of emergency.
- Review donations management plan.
- Submit PEIRS report.
Severe
Severe Risk of Terrorist Attacks
Take all actions from the previous level, plus:
- Commence 24-hour liaison contact with supporting levels of government.
- Activate emergency operations plans.
- Consider/ Declare disaster emergency.
- Request Governor's declaration of an emergency.
- Reassure public of government response.
- Implement donations management plan
- Submit PEIRS report.
