Low Risk of Terrorist Attack

  1. Review and update warning communications, annexes, SOPs.
  2. Test existing communications systems for serviceability.
  3. Refine and exercise pre-planned Protective Measures.
  4. Exercise alternate communications/ alternate dispatch sites.

Guarded


General Risk of Terrorist Attacks

Take all actions from the previous threat level, plus:
  1. Check communications with designated emergency responders and command locations.
  2. Conduct communications drills and exercises.
  3. Employ Mobile Command and Communications Center during normal response operations.

Elevated


Significant Risk of Terrorist Attacks

Take all actions from the previous threat level, plus:
  1. Alert key personnel of possible emergency duty.
  2. Check readiness of all equipment and facilities.
  3. Ensure Mobile Command and Communications Center operability and security.
  4. Test/ validate security measures at 911/ communications sites.

High


High Risk of Terrorist Attacks

Take all actions from the previous threat level, plus:
  1. Place off-duty personnel on stand-by.
  2. Alert auxiliary personnel.
  3. Implement heightened security measures at 911Center/ communications sites.
  4. Prepare to rapidly deploy MCCC.

Severe

Severe Risk of Terrorist Attacks

Take all actions from the previous threat level, plus:
  1. Recall and mobilize all communications personnel.
  2. Maintain 24 hour operations.
  3. Provide weather forecasting to the EOC/ MCCC in support of RCTTF operations.
  4. Maximum security at all 911 center/ communications/ alternate command post sites.
