- Alert key personnel of possible emergency duty.
- Check readiness of all equipment and facilities.
- Ensure Mobile Command and Communications Center operability and security.
- Test/ validate security measures at 911/ communications sites.

Take all actions from the previous threat level, plus:
- Place off-duty personnel on stand-by.
- Alert auxiliary personnel.
- Implement heightened security measures at 911Center/ communications sites.
- Prepare to rapidly deploy MCCC.
Severe
Severe Risk of Terrorist Attacks
Take all actions from the previous threat level, plus:
- Recall and mobilize all communications personnel.
- Maintain 24 hour operations.
- Provide weather forecasting to the EOC/ MCCC in support of RCTTF operations.
- Maximum security at all 911 center/ communications/ alternate command post sites.
