BARJ is not a program, it's the law. 
It is now the mission of the Pennsylvania Juvenile Justice System after sweeping changes were made to the Juvenile Justice Act in 1995

    Community Protection
    Citizens have the right to be safe and feel safe from crime
    Goal:  Prevent Juvenile Crime
     
    Victim Restoration
    The Juvenile Justice System shall support victim restoration to the greatest extent possible.
    Goal:  Restore the victim to pre-crime status financially, emotionally
    and physically.
     
    Youth Redemption
    The Juvenile Justice System holds youth accountable and each youth accepts responsibility for his or her actions and develops competencies.
    Goal:  Act to restore the victim and community and develop skills to become responsible community members.
     
    What are the Values and Goals of the Juvenile Justice System?
    Victims of juvenile crime are now given a central role in the juvenile justice process and have a right to make their voices heard.  Victims and communities are now considered stakeholders in the Juvenile Justice System.
     
    The goals of the Juvenile Justice System are:
    • Hold offenders accountable for their actions and allow them to take responsibility for the harm they have caused.
    • Rebuild relationships in the community
    • Find meaningful ways to repair the harm done victims.
