The Community Development activities undertaken by the County of Westmoreland are embodied in the Consolidated Plan approved by the U.S. Department of Housing and Urban Development (HUD). Westmoreland County's Community Development Program has been in existence since 1974. There are three (3) programs currently being operated under the Consolidated Plan:

The Westmoreland County Department of Planning and Development is committed to providing quality administration of the Consolidated Plan Programs to the residents of the County to elevate their quality of life while at the same time manage the programs at the least possible cost to the taxpayer. |
