Human Services Block Grant
The Request for Proposals for HSDF funds is now open. See http://www.co.westmoreland.pa.us/bids.aspx?bidID=114  for information and responses to questions submitted via email and at the public Q&A session. The deadline for submissions of questions has passed, however, responses to remaining questions will continue to be posted.

The Human Services Block Grant consists of seven categorical funding streams that allow counties the flexibility to decide where the money is needed most. These are:
• Mental Health Community Programs • Intellectual Disabilities Community Based
• County Child Welfare Special Grants• Homeless Assistance Program
• Act 152 • Behavioral Health Services Initiative • Human Services Development Fund (Safety Net Funding)

Westmoreland County will receive $15,714,206 in Block Grant funding for fiscal year 2014. In 2012-2013, Human Service programs touched about 34,000 Westmoreland County residents.

On June 26 and July 10, 2014, the Westmoreland County Human Services Department held a public hearing regarding the Block Grant.  Providers, community members, and county employees joined WCHS to discuss Block Grant objectives and offer opinions. See the public hearing presentation here:
