Christina O'Brien
Background / Bio
Christina O’Brien was elected to serve as the Westmoreland County prothonotary in 2010, and previously served as jury commissioner for a four year term. She has extensive management experience and a broad depth of knowledge concerning the recording of civil documents for the Court of Common Pleas. Christina is a life-long resident of Westmoreland County and resides in Mt. Pleasant Twp. with her husband Donald. They raised three children and remain active in their community.

Responsibilities
The prothonotary is an essential part of the judicial system and serves as the clerk of the Civil Division of the Court of Common Pleas. As a prothonotary, Christina has administrative control over and responsibility for all official documents and records of the civil and family divisions. The prothonotary also processes appeals from the magisterial district justices to the Court of Common Pleas as well as appeals from the Court of Common Pleas to the Superior, Supreme, and Commonwealth Courts. The prothonotary additionally serves as an agent for the Federal Government for the purpose of processing passport applications.

Services
The prothonotary office is responsible for the recording and filing of legal documents of a widely diversified nature such as: judgments, mortgage foreclosures, Federal tax liens, divorce, custody, protection from abuse orders, quiet titles, ejectment appeals, driver’s license suspension appeals, medical malpractice, and naturalization. These documents are recorded, scanned, and digitized using the most current technology in a time sensitive manner for easy court and public access. Christina O’Brien serves the public by operating a customer friendly, professional, and self-supportive office for the taxpayers of Westmoreland County.
