Low Risk of Terrorist Attacks

  1. Make sure that event has written emergency procedures and communications policies in place and approved by local law enforcement and emergency management officials. 
  2. Provide appropriate terrorism awareness training and Homeland Security Advisory System training for staff, security volunteers and general volunteers using appropriate local agencies. 
  3. Regularly assess grounds and venues for vulnerabilities and take measures to reduce them.

Guarded

General Risk of Terrorist Attacks

Take all actions from previous levels, plus: 
  1. Regularly check communications with designated emergency response and command locations, before, during and after the event. 
  2. Review and update emergency response procedures with all volunteers, staff, and emergency service providers. 
  3. Conduct a tabletop exercise to ensure that plans are workable and consistently interpreted. 
  4. Provide the public with necessary information to ensure that they feel safe about the event and protective measures in place.

Elevated

Significant Risk of Terrorist Attacks

Take all actions from previous levels, plus: 
 
  1. Increase surveillance of key locations, including, but not limited to, stages, media coverage areas, large seating or attendance areas, food courts, VIP areas, etc. 
  2. Coordinate emergency plans with all affected jurisdictions and agencies, revisiting response plans with all involved. 
  3. Assess further refinement of protective Measures within the context of the current threat information. 
  4. Implement, as appropriate, additional security measures, contingency and emergency response plans. 
  5. Reconsider potential effect on attendance and safety of attendees if event goes forward.

High
High Risk of Terrorist Attacks

Take all actions from previous levels, plus: 
  1. High consideration given to canceling the event, especially if suggested by local law enforcement agencies. 
  2. Coordinate necessary security efforts with all involved agencies and jurisdictions. 
  3. Take all additional precautions possible within resource capabilities. 
  4. Prepare to hold event at an alternate site, with limited volunteers and low attendance. 
  5. Enhance restrictions and limit access to all key areas and venues to essential personnel only. 
  6. Prepare and test system to quickly communicate last minute changes to all attendees, volunteers, and staff.

Severe

Severe Risk of Terrorist Attacks

Take all actions from previous levels, plus: 
  1. Suggested canceling of event, if that decision is left to the discretion of event.
