Who We Are
Jason RigoneDirector of Planning & Development, Executive Director of Industrial Development Corporation (WCIDC)
Recently, he held the title of Deputy Director of WCIDC. Before that, he was the Planning Coordinator of the Department from 1995 to 1999. Jason earned a Bachelor's degree in Geography with an emphasis in Urban and Regional Planning from The Pennsylvania State University.
Jason's varied experiences in planning, economic development and industrial development are well suited to benefit the residents of Westmoreland County. As Director, he guides the long-term strategy of the Department. Jason also serves on the Board of Directors for the Westmoreland Chamber of Commerce and is Chairman of the Government Affairs Committee.

Chris earned a Bachelor of Science degree in Geography from Slippery Rock University. Prior to joining the Department, Chris held the position of Planner with the Lawrence County (PA) Planning Department and Planning Coordinator with the PA Region 13 Task Force.
His responsibilities include managing staff and assignments, transportation planning, comprehensive plan implementation, municipal waste management planning, municipal zoning reviews, managing the Department’s Budget, assisting the Department of Public Safety on planning related issues and Hazard Mitigation planning, and oil and gas exploration issues. He is a member of the American Planning Association, serves on the Board of Directors for the Smart Growth Partnership of Westmoreland and Latrobe Community Revitalization Program, and is an Associate Director with the Westmoreland Conservation District.

Assistant Deputy Director
Brian earned a degree in Political Science and a Master's degree in Geography with an emphasis in Urban and Regional Planning from Indiana University of Pennsylvania. Prior to joining the Department, Brian interned with the Indiana County (PA) Office of Planning and Development, The Smart Growth Partnership of Westmoreland County and as a legislative aide for the Pennsylvania House of Representatives.
Brian directs the Department's GIS mapping, graphic and data analysis. He also directs the Department's Technical Resources & Municipal Services Program.

Daniel earned a degree in Urban Studies and a Master's degree in Geography with an emphasis in Economic, Social and Planning Issues in the Urban Environment from the University of South Florida. He also earned a Graduate Certificate in Community Development from USF. Prior to joining the Department, Daniel interned with the City of Tampa, FL Economic and Urban Development Department.
