Jason Rigone

Director of Planning & Development, Executive Director of Industrial Development Corporation (WCIDC)

Recently, he held the title of Deputy Director of WCIDC. Before that, he was the Planning Coordinator of the Department from 1995 to 1999. Jason earned a Bachelor's degree in Geography with an emphasis in Urban and Regional Planning from The Pennsylvania State University.

Jason's varied experiences in planning, economic development and industrial development are well suited to benefit the residents of Westmoreland County. As Director, he guides the long-term strategy of the Department. Jason also serves on the Board of Directors for the Westmoreland Chamber of Commerce and is Chairman of the Government Affairs Committee. He can be reached by email.


Brian Lawrence, AICP


Deputy Director, HOME Program Coordinator

Brian earned a degree in Political Science and a Master's degree in Geography with an emphasis in Urban and Regional Planning from Indiana University of Pennsylvania. Prior to joining the Department, Brian interned with the Indiana County (PA) Office of Planning and Development, The Smart Growth Partnership of Westmoreland County and as a legislative aide for the Pennsylvania House of Representatives.

Brian directs the Department's GIS mapping, graphic and data analysis, the department's Technical Resources & Municipal Services Program and serves as the HOME Program Coordinator. He can be reached directly at 724-830-3772 or by email.


Daniel Carpenter


Assistant Deputy Director

Daniel earned a Bachelor’s degree in Urban Studies and a Master's degree in Geography with an emphasis in Economic, Social, and Planning Issues in the Urban Environment from the University of South Florida located in Tampa. He also earned a Graduate Certificate in Community Development from USF. Previously, Daniel held the position of Planning Coordinator within the Department. Prior to joining the Department, Daniel interned with the City of Tampa Economic and Urban Development Department. He is a member of the American Planning Association.

Daniel is the primary administrator of the County's Subdivision and Land Development Ordinance and oversees transportation planning and programming. He also assists with planning studies and data analysis. He can be reached directly at 724-830-3768 or by email.


Seth Koons


Planning Coordinator

Seth earned a Bachelor's degree in Urban Planning and Development from Ball State University in Muncie, Indiana. Prior to joining the department, Seth spent over 2 years working in the Planning Department for the Town of La Plata, Maryland. He can be reached directly at 724-80-3995 or by email.
